2000 Monte Carlo air problem?

i have a 2000 Monte Carlo and when i turn the heat on or ac it only blows out the bottom vents not anywhere else i can controll the hot and cold for both sides just cant get air to come out anywhere else than the bottom i need to know what to fix and how to can someone help me
