Help with shopping for less?

i love victoria justices style on victorious and for school shopping this year i want to try to get outfits that look similar to what she wears. i like a lot of what they sell at forever 21 and american eagle but american eagle is a lot more expensive and my mom said she can get more if we shop at forever 21 or target. i also have to keep in mind my schools dress code so anything off the shoulder or tank tops that aren't 3 fingers wide on the straps is out of the question.......and i'm not fat but im also not exactly comfortable with my body so i don't really like wearing anything too tight. i still want to dress with my own style but i feel like if im doing that im behind in all the stupid fashion rules and i'd rather be accepted by snotty girls than to be teased by them instead (i know....that's not good.....but that's not my question so don't go all counselor on me......). anyway, if anyone has any ideas please share:) and if anyone has any ideas on how to make my look a little girlie but not to the point that i look like those annoying cheerleaders that seem to over populate most junior highs, that'd be great.
